Victor Chang is an I M&T Manager in one of London-based Hospitals in the National Health Service, and he is serving medical researchers and a wide range of collaborators. He is a technical specialist in web applications, web services, database, grid, cloud, storage/backup, bioinformatics and research. He is an IT lead in his department and has also successfully delivered many IT projects in Taiwan (born here), Australia, Singapore and United Kingdom in his twelve years of IT career. He is a solo 2001 Cambridge-Singapore Scholar with research contributions to e-Learning and web development. He is one of the most active practitioners and researchers in cloud in England, and he focuses on Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and Software as a Service (SaaS) for different projects and different requirements.
